Customer's Strong and Weak Points

A guide to assessing your risks before participating in a tender.

Successful participation in a tender depends on both finding a favorable tender and being able to assess the risk of participation in it. Full compliance with the tender requirements does not necessarily mean you will win that tender. Before taking part in a tender, you should assess your chances of winning, analyze possible participants and make sure you are dealing with a trustworthy customer.

Ratings

With Seldon.Pro it's really easy to check the trustworthiness of tender customers and organizers: you can see their rating in the tender page. The higher the rating, the more trustworthy a company is. Low rating is a signal to taking extra caution when dealing with a company:

Company ratings are calculated automatically using Seldon.Pro algorithms based on a number of parameters from trustworthiness to attractiveness among suppliers. The ratings get updated whenever new company information becomes available, which ensures their relevance at any moment in time.

You can promptly assess a customer by looking at their rating. The parameters that were used in rating calculation are displayed on the radar chart.

Customer's Strong and Weak Points

They are displayed on the radar chart allowing you to perform a detailed analysis of the customer. The strong and weak points are marked using blue and red colors respectively.

8 parameters are used to form the company rating.

FAS Complaints

Signifies the company's reliability that is directly affected by complaints filed against it to the Federal Antimonopoly Service.

Accepted Bids

Seldon.Pro compares the number of accepted bids with the total number of submitted bids to calculate this parameter. Tenders with just one bidder are excluded.

Supplier Pool

Signifies the competitiveness of company's tenders based on its cooperation with suppliers.

Customer's Attractiveness

Attractiveness among suppliers is signified by the number of submitted bids. The average number of bids for similar tenders is used to determine the customer's attractiveness compared to that of other customers.

Concluded Contracts

This parameter signifies the frequency with which a company concludes contracts with suppliers. Only the finished tenders are used in calculations.

Performed Contracts

Performed contracts are analyzed considering various reasons of contract termination, e.g. unilateral termination by customer or supplier, termination via mutual agreement, via court decision, etc.

Legal Proceedings

Signifies the frequency of lawsuits over contracts.

Procedure Transparency

Signifies how quickly and diligently a company publishes tender documentation.

What to expect?

Even major players have weak points.

For instance, Russian Television Network RTRS has published 8,500 tenders with total worth of 81.2 billion rubles. This is an attractive customer with a rich tender history and big budget. However, RTRS frequently poses as defendant in arbitration cases. Radar chart vividly depicts the company's low legal rating and complaints against it filed to the FAS:

Certain companies may not have any complaints filed against them to the Federal Antimonopoly Service, but they may violate the regulated terms and time limits (see the radar chart for the Chemical Research Institute below):

Some companies avoid publishing concluded contracts, like the one below:

Are there reliable companies that follow all regulations and have no complaints filed against them? Of course! The Moscow Center for Education Quality is among such customers. As you can see, its radar chart is close to a perfect circle, which signifies the good company reputation:

Out of 1,400 government contracts published by the company 1,200 have been completed with their total worth of 5.2 billion rubles. Also, the company has only 6 legal proceedings, in which it posed as defendant.
